Bylaws of the Hattiesburg Amateur Radio Club

1. In the interest of encouraging and promoting emergency preparedness and fellowship, the Hattiesburg Amateur Radio Club (the club) shall participate in the ARRL Field Day and at least one other ARRL sponsored activity annually.

2. The club shall periodically sponsor activities for members and their guests. These may include picnics, Christmas parties, etc.

3. The club shall promote good fellowship among the amateur radio fraternity by supporting or participating in nets, contests and other activities.

4. The club shall regularly sponsor classes or seminars in the art of amateur radio.

5. The executive board shall meet at least once quarterly to conduct its business as outlined in the constitution and these bylaws.

6. Approval of expenditures up to two hundred fifty dollars shall be by a two-thirds vote of the executive board. Expenditures in excess of two hundred fifty dollars shall require a majority vote at a regularly scheduled meeting or specially called meeting provided a quorum is present.

7. The executive board shall publish a list of members by the March meeting each year. The membership list shall include at least the call sign and name of the member and may include other information at the discretion of the executive board. The membership list may be published in the club newsletter, Zero Beat, by mail-out to members, or by placing on the club web page, www.hattiesburgamateurradioclub.org.

8. Suggestions for changes to the bylaws from the membership shall be presented in writing to the executive board which will determine if the changes are to be proposed to the membership as outlined in the constitution.

9. A quorum of the executive board shall be fifty percent including either the president or the vice president.

10. The president shall, in addition to his duties outlined elsewhere in the constitution and these bylaws, preside over the executive board and the club meetings, be the chief executive and official spokesman for the club, and decide all questions of order and precedence. Procedure at any meeting shall be at his discretion. He shall enforce due observance of the bylaws and constitution. He shall sign all official documents and be authorized to countersign disbursements. He shall appoint and dismiss committee chairmen with the exception of the repeater committee chairman. At the expiration of his term of office he shall turn over to his successor anything in his possession belonging to the club.

11. The vice-president shall perform all the duties of the president in his absence or incapacity for an extended period. At the expiration of his term of office he shall turn over to his successor anything in his possession belonging to the club.

12. The secretary shall record minutes of the executive board and club meetings. The secretary shall prepare all correspondence as directed and maintain all club records, including copies of correspondence, publicity and news releases, etc. with the exclusion of financial records. At the expiration of his term of office he shall turn over to his successor anything in his possession belonging to the club.

13. The treasurer shall be the recipient of all monies of the club and shall deposit the same in the name of the club in the club account or accounts. In addition he shall record the source of these monies. All disbursements shall be in the form of checks issued and signed by the treasurer as authorized and directed by the executive board, countersigned by the president, or in his absence or incapacity by the vice-president. The treasurer shall maintain membership rolls, render at least quarterly reports as to receipts and expenditures to the executive board, and shall render an annual financial report to the club. At the expiration of his term of office he shall turn over to his successor anything in his possession belonging to the club.

14. General meetings shall be held at least once a quarter subject to change by the president as to date, time, and location, provided the general membership is notified in advance.

15. Voting members will be licensed amateur radio operators and shall pay annual membership dues of twelve dollars. Membership shall be from November through November. There is to be no reduction of dues for those joining in mid-year.

16. The following standing committees are established:
Field Day Committee, Repeater Committee, Christmas Party Committee.

17. The Repeater Committee is to be comprised of three members. Each member shall serve a staggered three-year term such that a new member will be appointed each January by the president. The chairman of this committee shall be the senior member of the committee. Should any committee member resign his position or cease to be a regular member of the club for any reason, his seat on the committee will be deemed vacant. The president shall appoint a new member to fill the unexpired term of said member. If said member is the chairman of the committee that position shall pass to the next senior member. The Repeater Committee shall have full responsibility for and authority over the repeater system maintenance and operation with funding to be approved by the executive board / general membership as provided elsewhere in these bylaws.
